When New Yorkers Charles (Peter Strauss) and Janet Landon (Dee Wallace) are boating with their children, a storm forces them inland to a small coastal village in Newfoundland. Once there, they discover that the storm has also trapped a whale in the local bay. While most of the locals want to kill the whale and sell it to a Russian company for a large sum, Charles, an ecologist, seeks to prevent that sad ending, with the help of townsman Tom Goodenough (Richard Widmark).
