This TV movie is a dramatic re-enactment of the events that took place at Kent State University on May 4, 1970. As an anti-war protest engulfs the campus, Gov. Rhodes (Jerome Dempsey) denounces the protesters as outside agitators and decides to call in the National Guard to restore order. Although some of the soldiers befriend the students, tensions escalate, leading to the guardsmen killing four of them, including Allison Krause (Jane Fleiss) and Sandy Scheuer (Talia Balsam).
