The United States military is conducting experiments at a secret location in Eastern Europe. The goal is to concoct a super-soldier with psychic and telekinetic abilities. But everything goes awry when the one successful test subject, "Mindstorm" (Victor Browne), escapes -- something that could have potentially devastating consequences. The government's only hope is jaded ex-commando Evan Mink (Judge Reinhold), who is dispatched to bring back the psychic super-soldier.
