It's pre-World War II Japan, and nervous playwright Hajime Tsubaki (Goro Inagaki) is hoping to get his latest work produced. However, he hasn't accounted for government censor Mutsuo Sakisaka (Kôji Yakusho), a hard-nosed character who seems determined to make his life miserable. Sakisaka demands deep cuts in the show, threatening its very existence. Undeterred, Tsubaki makes revisions and even begins to value the bureaucrat's advice as the two forge an unlikely creative partnership.

Perfect shooting (all the angles were excellent) envelopes lengthy emotional conversations between the two. The film tells a story about how an art work is purified and perfected when challenged by bureaucracy and censorship, yet the road the two personalities are taking leads to nowhere.
