Rawhide, a small Western community, is overrun by a gang of bandits led by tough outlaw Mississippi Blackie Wilson (Warner Richmond). A lawyer named Tom Allen (Tom Keene) then arrives, seemingly looking to establish a practice. In reality, Tom is a government agent tasked with bringing Blackie and his gang to justice. But Tom's mission becomes more complicated when his luckless brother, Billy (David Sharpe), is forced to join Blackie's gang in order to pay off his gambling debts.

Audience Member Tom Keene takes the stage to Rawhide. He plans to open the first law office in town and surprise his kid brother, David Sharpe. When robbers try to take the coach he's on, Keene stops them single-handedly. When he gets to town, he finds that Warner Richmond, controls the town. He suspects Richmond of running more than a saloon and dance hall and hopes that his brother isn't involved in it.
