Late R The third movie in the trilogy and the only one not directed by Mamoru Oshii, 'Patlabor WXIII' is significantly worse than its predecessors. The animation is as nice to look at as ever, but there is no denying that there's an unfortunate lack of either Mech action, which characterised the first instalment, or philosophical depth, which characterised the second one; instead, they went with a horror/mystery sort of approach. That, in itself, isn't a bad thing at all if it weren't for the fact that the handling of the mystery, and therefore the majority of the film, was rather botched and lacked any suspense. What you're left with is something that is neither particularly good, nor particularly bad.
