Rueben Tate (Louis Gossett Jr.) is devastated when his 9-year-old daughter is killed by a stray bullet during a gangland shootout. He is equally disturbed to learn that in the wake of the heinous crime no one is willing to testify against the shooter, a petty thug known as Zooman (Khalil Kain), despite there being several witnesses.
