      Sergio Benítez Espinof It's not touching. The premise is so attractive, but Columbia and Irving Lerner put it up with a total absence of emotion, tension or charisma on the part of the actors.       Audience Member Director Irving Lerner made consecutive films with Vince Edwards in the late 1950s. The first was the under-seen classic Murder By Contract and then this one City Of Fear. Both would be an excellent double-feature of their best work.
