See more 01/02/2011 AKA Blood Run, this movie was clearly made to cash in on the post-Basic Instinct wave of made for cable skin flicks that exploded in the early 90s. Soap opera sets, third string actors, and canned music are all thrown together, probably in a week or so, with little thought to plot or pacing.
