The film City Dream follows the authorities as they clear out street vendors in the biggest city in Central China in favor of a new retail district. Wang Tiancheng, a loud and brazen elderly whose business is one of the many ones that would be affected by the operations, castigates the officers who are only doing their job. These officers could only humor the angry old man, as the people in power want the job done. As time goes by, however, tensions escalate in the area.
