Synopsis
In the middle of a tour of Europe, the Piper (Emmett Kelly), with his children Mark (Burt Stratford) and Freny (Katie Dunn) and their colorful band of circus folk, bring their traveling big-top show to the remote town of Scragville. But when the abusive town founder, fun-hating Jonathan Scrag, refuses to let the circus perform for the children, the Piper goes about the business of charming the locals. Soon, he hatches a plot to overthrow Scrag and end the miser's tyrannical reign.
