Frankie Carbone (Armand Assante) is a car thief for the mob, but after he survives an attempted hit, he ends up in federal custody and enters a witness protection program. Now known as Howard Akers, he moves to a quiet suburb and becomes involved with his neighbor Leigh (Angela Featherstone), whose husband, Denny (David Lipper), is having an affair with her sister, Bootsie (Dina Meyer). When Bootsie and Denny discover Howard's identity, they decide to try to collect the mob's reward for him.
