Frankie Carbone (Armand Assante) is a car thief for the mob, but after he survives an attempted hit, he ends up in federal custody and enters a witness protection program. Now known as Howard Akers, he moves to a quiet suburb and becomes involved with his neighbor Leigh (Angela Featherstone), whose husband, Denny (David Lipper), is having an affair with her sister, Bootsie (Dina Meyer).
