L'impiegato comunale De Carmine vive a pensione in una modesta cameretta. Il suo magro stipendio non gli permette di comprare il cappotto nuovo di cui avrebbe bisogno. Quando gli si presenta l'occasione di guadagnare soldi extra, De Carmine ordina subito al proprio sarto un cappotto su misura. Così vestito e tirato a lucido, si reca a una festa di Capodanno, dove scandalizza il sindaco ballando con la sua amante. Ma sulla strada di casa viene derubato del cappotto; disperato, chiede aiuto ma di fronte all'indifferenza e alla cattiveria (specie del sindaco, che non vuole aiutarlo), muore dal dolore. Ritornerà sotto forma di fantasma per le strade di Pavia a reclamare giustizia, terrorizzando i cittadini e divertendosi a spogliarli dei loro soprabiti nelle fredde e nebbiose serate d'inverno.
