When three civil rights workers go missing in a small Mississippi town, federal investigators are sent in to investigate what happened. Leading the inquiry is Don Foster (Wayne Rogers), who eventually finds the bodies of the three boys and is able to connect their murders to the Ku Klux Klan. Its local chapter, however, is run by the insidious Glen Tuttle (Rip Torn), and Foster worries that bringing him to justice might not be possible given the scant evidence he discovers.
