Gunfire erupts at a political rally in West Germany, apparently the act of a lone assassin. A suspect, Werner Kranz (Robert Aldini), is detained and questioned by police but reveals no political motivation behind the action. Grizzled defense attorney Landau (Maximilian Schell) is called in to handle Kranz's case and -- suspecting that Kranz could not have acted alone -- decides to mount his own investigation into his client's true motivations.
