Police Detective Steve Murtaugh (Patrick Duffy) and his wife (Chelsea Field) move to Portland, Ore., after Alex Brandt (William Devane), a criminal mastermind, blackmails Murtaugh for having an affair. Brandt follows Murtaugh to Portland, where he commits serial murders. But when Brandt starts blackmailing the families of the deceased, threatening to frame them for the murders he committed, Murtaugh recognizes the criminal and leads the investigation to capture Brandt.
