Arthur Gwenlyn (P.W. Williams) is a guerrilla filmmaker, but is his latest project a piece of guerrilla warfare? Gwenlyn wants to make the "definitive" presidential assassination movie, so he comes up with a plan: to get past Secret Service, stage a mock assassination and film the results. He enlists war veterans, radicals, religious zealots and gun-nuts to join his cast and crew, but slowly it starts to become less clear what Gwenlyn's true intentions are.
