The United Nations holds a vote that will tip the balance of power during the Cold War to either the United States or the Soviet Union. When the European country of Concordia abstains, however, its leader, the General (Peter Ustinov), gets wooed by ambassadors on both sides. Meanwhile, Igor Romanoff (John Gavin), the son of the Soviet ambassador, and Juliet Moulsworth (Sandra Dee), the daughter of the U.S. ambassador, begin falling in love, and the General aims to use this to his advantage.
