In a seedy section of New York City, elderly residents of a decrepit apartment building find themselves increasingly targeted by irascible punk Simon (Dorian Harewood) and his gang of thugs. As the unofficial leader of the retirees, Henry Fancher (Martin Balsam) appeals to the police for help, but this proves futile and the situation dramatically worsens. Finally, Fancher's sweetheart (Sylvia Sidney) commits suicide in despair, and he resolves to take justice into his own hands.
