In Japan, yakuza gangsters have set up shop in the luxurious Europa hotel, where they engage in any number of sordid activities while bullying other patrons and the staff. The Europa's manager, Kobayashi (Akira Takarada), is sick of losing high-priced clients who are scared off by the criminals that frequent the establishment, so he hires cunning female attorney Mahiru Inoue (Nobuko Miyamoto), who uses high-tech surveillance devices and a tough attitude to combat the yakuza.
