After sneaking across the border, Salvadoran writer Carlos (Carlos Alberto Riccelli) sets out to track down the CIA agent known as "Mr. Smith" who tortured him and murdered his wife. Arriving in L.A., Carlos meets an activist also on the hunt for Mr. Smith, and the two are led to aspiring politician David Miller (Robert Pine), who maintains his innocence. With Carlos growing increasingly impatient and desperate as he ponders his next move, something is revealed to him that changes everything.
