Ottocaro Weiss (Francois Simon) runs a flea circus, ably aided by his assistant, Anja (Janine Weill). After insecticide is used in the area, Ottocaro's precious fleas die off, and he must come up with another production. The eccentric director decides to create a performance about the Black Plague using real rats. When Johannes Wagner (Paul Gogel), a wealthy man with sinister ideas, hears of Ottocaro's production, he schemes to actually spread the illness.
