A bag full of human hands emerges from the sewer after a flood in Houston. Capt. Swaggert (Martin Sheen) notices a number tatooed on each carefully severed hand, but his investigation produces few leads. He brings in special agent and forensics expert Audrey Macleah (Ally Walker) to help with the case. Her aggressive approach brings her to a disturbed and autistic young boy (Tara Subkoff) with a psychic connection to a deranged killer (Ron Perlman).
