When director Sarah Price moves into the Milwaukee neighborhood known as Caesar's Park, she soon learns that most of the residents have lived their entire lives there. With her camera in hand, Price meets her new neighbors -- the cursing and complaining Jeannie, stroke victim Tillie and the daughters who care for her, aging married couple Don and Delores, recovering alcoholic Richard and Vietnam vet Charles -- and learns about their lives and times in Caesar's Park.
