Billy was there to kill her. Instead of that, he points an unloaded shotgun at her and gives her the opportunity to aim her gun at him. And she doesn't shoot while having many opportunities and knowing that it's him or her. Nothing makes sense. Awful script, poorly directed, way below par acting.
