Shame that Joe Pesci was probably busy with Once Upon a Time in America, and that Macaulay Culkin was four years old. Though C.H.U.D. hints at a B-movie indictment of Reagan-era policies, in particular the lack of social safety nets and complete rejection of the homeless and disaffected, it's just too poorly put together to amount to much. The story suffers from excessive setup and is very dull for long stretches, plus it's full of plot holes and inconsistencies. Random splashes of blood, a whole investigative/cover-up angle that should've been the main focus instead of John Heard playing a Kurt Russell knockoff that complains a lot without being endearing. The radioactive monster bit takes on new meaning from its midcentury origins with Reagan's anti-science policies in mind, but doesn't really evolve. Plus the name is stupid to say out loud. There was a fun idea here but it's pretty much wasted by the execution, particularly the writing; the main plot isn't even resolved by the end of the film. If you want a movie about a sewer-dweller preying on unsuspecting victims in the city, skip C.H.U.D. and go watch Alligator instead.
