The movie is slow and doesn't do much to keep the viewer engaged, but the second half is pretty good. At first the attack is blamed on a unkown terrorist group called Black October, however Mike soon start to find evidence of a cover-up. "Cover-Up" is your typical late 80's action film, nothing special and Dolph Lundgren never was much of an actor, still an ok action-thriller. For the real "brainless action movie"-buff, this movie might be a bit too tame in action and with a too difficult storyline, but well what you gonna do watch a fat Steven Segal air slapping?
