Nick O'Brien is the hard-drinking leader of the Regulators, an elite unit of the Los Angeles County Sheriff's Department. Ray Merrimen is the recently paroled leader of the Outlaws, a gang of ex-military men who use their expertise and tactical skills to evade the law. O'Brien, Merrimen and their crews soon find themselves on a direct collision course as the criminals hatch an elaborate plan for a seemingly impossible heist -- the city's Federal Reserve Bank.

Stephen Romei The Australian Butler and Schreiber deliver commanding performances. They are men who could explode at any moment, at work or at home. That nonstop ticking beneath their calm exteriors fills the film with a gripping tension. You'd think the robbers would have one brain cell between them but I suppose it makes it even with the game of wit(less) they play with the cops who appear like they'd have trouble qualifying to be unemployed. Not one likable character in the movie. Nobody relatable unless you're the sort of person who spends the money they owe in child support on tattoos and vapes. Only smart move was the wife leaving with the kids but even that was made stupid by her waiting for him to arrive home and cause a scene in front of the kids.
