Critics Consensus

Heads of State's lighthearted handling of geopolitics may be too cute by half, but the comedic alliance between Idris Elba and John Cena remains strong in this slick action flick.

Danny Leigh Financial Times Like a gym-toned Laurel and Hardy, the mess they get themselves into is — broadly speaking — fine. Rated: 3/5 Jul 14, 2025 Full Review Robert Levin Newsday There's a decent action scene or two, as far as it goes for low-rent action scenes in streaming slop. That's a pretty low bar. Rated: 1/4 Jul 14, 2025 Full Review Brian Truitt USA Today It works as a fizzy, somewhat kid-friendly throwback to action-packed ‘80s partnerships Rated: 2.5/4 Jul 11, 2025 Full Review Kat Halstead Common Sense Media Luckily this action comedy doesn't take itself at all seriously, which makes it easier to suspend disbelief and go along for the ride. Jul 18, 2025 Full Review Rachel Ho Exclaim! Rather than being topical, the real-life parallels become a distraction preventing us from enjoying the mindless popcorn viewing this movie clearly ought to be. Jul 18, 2025 Full Review Jeffrey Lyles Lyles' Movie Files Elba and Cena elevate the script, and their star power is enough to keep Heads of State from getting boring. With a tighter script and less grasping attempts at ill-advised comedy, this could have been a legit candidate for best action comedy of the year. Jul 17, 2025 Full Review Read all reviews

steve p A "B" movie from start to finish Rated 0.5 out of 5 stars 07/19/25 Full Review Mark B The leads have good chemistry and the action is fun. Good action comedy. Enjoyable watch. Rated 4 out of 5 stars 07/19/25 Full Review Tiffany G This movie was hilarious. A great family action comedy with adult humor that's not inappropriate to enjoy with or in front of the kids. These two make a great team! An unexpected but lovable and charismatic combo that will make you look forward to seeing them work together again and again. Rated 4 out of 5 stars 07/18/25 Full Review Mikey J This was not at all what I thought it was gonna be It said action/thriller but this was very much a sorta family friendly action comedy for the ages Started off with the best and wildest opening scenes in at least the past 5 years. Then the whole tone of the movie just completely shifts and you never get that level of action from it again. It is still action packed though. But most importantly it was a very smile and light chuckle bringing type of movie As an action comedy i loved this movie but I wouldn't watch it 5 more times 7/10 Also loved how John Cena and Idris Alba weren't some crazy good fighting antagonist. They were politicians that had a little gun experience and their fighting scenes show that Rated 3.5 out of 5 stars 07/18/25 Full Review Kleber d Chefes de Estado parece ter nascido de Esquadrão Suicida, reunindo novamente John Cena e Idris Elba, agora com o carisma de Priyanka Chopra para apimentar a mistura. O resultado? Rated 3.5 out of 5 stars 07/18/25 Full Review Wade W Heads of State is an action-comedy released on Prime, starring Cena as the US President and Elba as the Prime Minister. They embark on a journey when their plane crashes and everyone thinks they’re dead. They have great chemistry and bounce off one another well. They carry the film for the most part. The story isn’t anything special and some of the dialogue is ridiculous. The action is fun and feels like a true summer blockbuster, but some of the action is also ridiculous. The CGI looks kind of fake in some parts. But we all know what we’re getting here. I enjoyed this one for what it was, but my expectations stayed quite low. It was funny and action-packed, but I doubt I’d ever see it again. I grew up watching Cena in WWE so I tend to watch all of his films. Give it a shot if you want something lighthearted.
