Napoleon Bonaparte (Claude Rains) sends his brother, Jerome (Dick Powell), to the United States to help negotiate the Louisiana Purchase. In Baltimore, Jerome encounters a pretty socialite named Betsy (Marion Davies) and is instantly smitten. She does not know his true identity and so, having plenty of other suitors, rebuffs his advances. Undaunted, Jerome pretends to be a humble French tutor and takes Betsy as his student, hoping to win her heart while also defending the interests of France.
