In 1996, openly corrupt Darrell "Chip" Wadena has been tribal chief of Minnesota's White Earth Indian Reservation for 20 years. Running for re-election in 1996, Wadena is challenged by two opponents, Lowell Bellanger and Eugene "Bugger" McCarthy, who accuse him of appropriating money meant for community social services for himself. McCarthy refuses to drop out of the race and endorse Bellanger, threatening to split the vote and keep Wadena in power.
