Federal agent Frank Powell (Beau Bridges) needs evidence to charge crime boss Oliver Sully (Harold Gould) with extortion. Working with other government agents, Powell sets up a fake brothel on Sully's turf in San Francisco. He then goes undercover and teams up with Kathy (Farrah Fawcett), an actual call girl, who risks her life by posing as the madam of the phony brothel. Initially they're repulsed by each another, but a bond develops between Kathy and Powell as the operation unfolds.
