U.S. Treasury Agent Mike Burrows (Dick Powell) witnesses a horrific crime committed aboard the Kira Maru, a Japanese ship. But when justice isn't served, the stubborn investigator decides to get to the bottom of the criminal activity on his own, and begins by tracing the ship to Shanghai. Meanwhile, Burrows becomes entangled with lovely widow Ann Grant (Signe Hasso) and her ward, Shu Pan Wu (Maylia), as he sets out on an international quest to track down ruthless opium smugglers.
