The big draw of the film is apparently the fact that Gilda Radner voiced the Witch in the film but you can't overlook the fact that Catherine O'Hara and some other names of note, also had a hand in the film. It's a simply story with simple animation and at such a short run time, is more like an episode of television rather than a film but this one off is clearly a holiday classic that is often forgotten or overlooked. I wouldn't be surprised if modern audiences weren't aware of it as I don't think I've seen it since I was a kid. While nothing near the cult classic of It's the Great Pumpkin Charlie Brown, Witch's Night Out should be added to your yearly Hallowe'en family viewing imo.
