Annibal Ramirez (Aidan Quinn) is an American naval officer who looks remarkably like notorious international assassin Carlos Sanchez (also Quinn). Veteran CIA agent Jack Shaw (Donald Sutherland) has a vendetta against Sanchez and recruits Ramirez to impersonate the fugitive. Along with Mossad operative Amos (Ben Kingsley), Shaw begins training Ramirez to become Sanchez, but the mission proves to be incredibly perilous, and the American soon wonders if it's worth the risk.

Alain E @AlainE Jan 21 Solid entertainment. There are some elements of reality because Carlos was an actual terrorist. If other pieces of the story are true, we will never know. If the CIA engineered a fake explosion in an American suburb to provide cover for an operative’s disappearance is not something we can Google. In my opinion, the strongest characters are played by Sutherland and Kingsley. There is some smart dialogue in the script: “I don’t have any friends. I think the only people that ever mattered to me were the ones that I killed. And you.” Reassuring. No? And again:”I am not the madam kid. I’m just one of the whores.” Both spoken by Sutherland.
