Franco Rossini (Adalberto Maria Merli) is a principled Italian professor who refuses to embrace the rigid ideals of the fascist movement. Rossini's lack of cooperation leads to his imprisonment on a resort island, where Commissioner Rizzuto (Adolfo Celi) attempts to assert his authority in subtle ways. As Rossini and Rizzuto contend with one another, other prisoners on the island struggle with the temptation of giving in to the demands of the fascists.
