Franco Rossini (Adalberto Maria Merli) is a principled Italian professor who refuses to embrace the rigid ideals of the fascist movement. Rossini's lack of cooperation leads to his imprisonment on a resort island, where Commissioner Rizzuto (Adolfo Celi) attempts to assert his authority in subtle ways.
