The German Edgar Wallace-movies from the 60's have a certain charme. They don't take them selves too serious, they are funny and still have delightful characters and a good crime story to offer.
Arthur Milton, called "Der Hexer", forced criminals to kill themselves in the past. He is therefore wanted by Scotland Yard. Der Hexer lives in Australia, but when his sister Gwenda gets killed, Inspector Higgins (the handsome Joachim Fuchsberger) is sure, that Milton will come to London to have his revenge. Bit by bit suspicious characters show up: Milton's wife, surrounded by dubious servants; a mysterious Australian (Heinz Drache) and the kleptomaniac Archibald Finch (Eddi Arendt). Inspector Higgins, most of the times busy flirting with his Boss' secretary, or his fiancée, starts to investigate. All the evidences lead him to the shady "Verein zum Schutze alleinstehender Mädchen" ("Society for the protection of single girls"). Under the pretence of charity, disciplin and purity, that society sells young girls into slavery. Who is Arthur Milton, how much knows he, who is on his deathlist and why seems the mysterious Australian to know much more than he confesses?
The hunt for the phantom "Hexer" is difficult and dangerous, and only one man has seen Arthur Milton and is able to identify him. The retired Inspector Warren, who joins the investigation.
"Der Hexer" has everything a good crime story needs: Dynamite, the newest (60's) technology, secret doors, peepholes in newspapers, a wild chase over the rooftops of London and a surprising end.

The first half had a sense of adventure and fun, which together with interesting cinematography and odd acting created a wacky atmosphere. However, the movie lost its momentum well before the ending.
