If you can get through the pretty-dire early stages of this then you will be rewarded. It never really feels like a Herzog documentary because he doesn't do much here- it doesn't feel like a documentary at all really, it's more of a performance-piece I suppose.
What does make this typical-Herzog is the topic- it is fascinating and memorable. Format-wise it really does feel like a task to get through its almost-hour-and-a-half length but when the main performance starts the time flies by.
A downside to this being by Herzog is that he, once again, tells a little fib. He likes to blur the lines between fact and fiction or try and get to a deeper truth, whatever- he basically lies. This time he says that the palaces are sinking into the river which is not true. I get the symbolism behind the statement and I like that but you just can't announce something as fact when it is entirely made up in a situation where the viewer is relying on you to educate them on something! Anyway, just remember that that interesting element is entirely fictional.
Overall, this is pretty basic stuff from a filmmaking perspective, it really is just cameras filming a performance with some introductory stuff beforehand. The performance really is worth watching though. (if you like drugs, do get high before you watch this- I Imagine it would significantly enhance the viewing experience in this case!) Herzog found a remarkable occurrence to show us as always but there's very little flair to the film itself. I'd recommend it for die-hard Herzog fans or people with a specific interest in the culture involved. If you don't enjoy the kind of theatre on show then this really will offer you nothing.

One of the less interesting Herzog documentaries. Oh, it's from 1991 and not 2009 as it says on RT.

I was surprised to learn there was a Herzog I was unaware of. In this he documents a festival in India where the best dancers from the very diverse region come to show off their acts. The parade leading into it is full of plenty of wonderful costumes and the dances can be quite amusing.
